Former Nigeria Military Ruler Buhari Announces Presidential Bid

Former Nigerian military ruler Muhammadu Buhari has announced plans to run for president in February, his fourth straight attempt.

"I humbly wish to present myself before you, before all Nigerians and before God, seeking to be elected," he told thousands of supporters today in Abuja.

Buhari, a 71-year-old, came to power in 1983 in an army coup and ruled for 20 months.

He lost the 2011 presidential vote to President Goodluck Jonathan of the ruling People's Democratic Party, PDP.

He also failed to win the presidency in 2007 and 2003.

Buhari is seeking the nomination of the opposition All Progressive Congress, which was formed last year when four of the biggest opposition parties merged.

President Jonathan, a 56-year-old, hasn't said if he will run as the candidate of the PDP, which has won all general elections since Nigeria ended more than 15 years of military rule in 1999.

His party's national executive endorsed him on Sept. 19.

"Nigeria in my experience has never been so divided, so polarized by an unthinking government hellbent on ruling and stealing forever," Buhari said.

"There is now general insecurity in the land quite apart from Boko Haram," Buhari said.

"There is prevalence of armed robbery, kidnappings and killings, cattle rustling, market and farmland arson" that have taken a "a new and frightening dimension, disrupting economic and social life."

Both the ruling and opposition parties are scheduled to hold primaries that will select their candidates by the end of the year.
